President Donald Trump's decision to freeze foreign assistance for 90 days has sparked controversy, with critics arguing that the move will have far-reaching consequences for democracy advocates around the world. While Trump claims the suspension is necessary to eliminate waste and align foreign aid with American interests, experts warn that it may inadvertently embolden authoritarian strongmen.

The US spends significantly more on foreign aid than any other nation, and within this budget, there are numerous grants supporting grassroots groups dedicated to promoting democracy in authoritarian countries. These organizations, such as those training poll workers in Venezuela or pro-democracy activists in Cuba and China, will now go without critical funding. This suspension sends a troubling signal to dictatorships and undermines the brave individuals fighting for freedom.

In particular, investments in pro-democracy programs should be prioritized and restored. The US Congress has allocated at least $690 million this year to counter authoritarian rule in eight countries deemed among the world's least free Belarus, China, Cuba, Iran, Nicaragua, North Korea, Russia, and Venezuela.

Much of this funding is channeled through the US Agency for International Development (USAID), which has faced significant cuts amid attempts to slash spending. Trump's announcement of the aid freeze was framed as an effort to evaluate foreign assistance based on whether it makes the United States safer, stronger, and more prosperous.

While some programs may align with Trump's America First foreign policy, strongmen around the world are already celebrating and intensifying attacks against their opponents. In Venezuela, Interior Minister Diosdado Cabello boasted that USAID's pro-opposition funding was a black box of corruption that he vowed to investigate. In Nicaragua, a TV network owned by President Daniel Ortega loyalists referred to the foreign aid freeze as extraordinarily disruptive and cruel. In Cuba, the communist government has long been hostile to pro-democracy groups.

In China, the ruling Communist Party is cracking down on human rights activists and dissidents. The stop-work orders have left democracy activists, particularly those working on issues in Tibet and Hong Kong, as well as among Uyghur minorities, without financial support and vulnerable to Beijing's targeting with impunity. Some Republicans are also concerned that Trump may be damaging US strategic and national security interests.

While we appreciate President Trump's efforts to scrutinize foreign aid spending, it is crucial that this review is expedited. Dictators and adversaries like China will not pause in their pursuit of power. It is essential that the United States prioritizes its commitment to democracy and human rights around the world.
