In a move that has raised eyebrows in the Philippine political landscape, M
Manases Carpio, the husband of Vice President Sara Duterte, has filed crimi
criminal complaints against four lawmakers, the central bank governor, and 
the head of the Anti-Money Laundering Council (AMLC) for allegedly violatin
violating the Bank Secrecy Law by disclosing his and the vice president's b
bank transactions during a congressional hearing.

The complaint names Bangko Sentral ng Pilipinas Governor Eli Remolona Jr., 
AMLC Executive Director Ronel Buenaventura, and Representatives Gerville Re
Reyes Luistro, Percival Cendana, Jose Manuel Chel Diokno, and Leila de Li
Lima as respondents. Carpio's lawyer, Peter Paul Danao, claims that the res
respondents violated Republic Act 9160 (Anti-Money Laundering Act), RA 1405
1405 (Bank Secrecy Law), and RA 10173 (Data Privacy Act) by publicly disclo
disclosing their bank transactions without prior consent or notification.

The controversy surrounds last week's House Committee on Justice hearing on
on the impeachment complaint against Vice President Duterte, where the AMLC
AMLC revealed that it had received reports of suspicious and covered ba
bank transactions amounting to P6.77 billion linked to Duterte and Carpio d
during a period of nearly 20 years.

Carpio argues that the respondents have criminally and feloniously disclo
disclosed and unraveled their alleged transaction reports without his conse
consent and despite his objection. He maintains that the prohibition on dis
disclosure is absolute, with no exceptions, even for the media.

The BSP has responded to the complaint, stating that it will respond once i
it receives a formal copy of the case. The central bank emphasized its adhe
adherence to due process and the rule of law, saying that it will continue 
to perform its mandates in accordance with law, guided by independence, pro
professionalism, and due process.

In an interview on radio DZMM, Representative Luistro defended their action
actions, stating that they were seeking to uncover covered and suspiciou
suspicious transactions under the Anti-Money Laundering Act. She emphasiz
emphasized that the totality of all laws pertaining to transactions and ban
bank records must be considered during an impeachment investigation.

The controversy has sparked debate among lawmakers, with some urging Vice P
President Duterte to face the final impeachment hearing on April 29. Malaca
Malacañang has stated that it respects Carpio's decision to file complaints
complaints, but notes that the court will ultimately decide whether or not 
they will prosper.
