Congress budgeted at least $690 million this year for pro-democracy programs in eight countries considered among the world's least free Belarus, China, Cuba, Iran, Nicaragua, North Korea, Russia, and Venezuela. Much of this funding is channeled through the US Agency for International Development (USAID), which has seen hundreds of employees laid off amid efforts to overhaul the agency.

Trump's reliance on Peter Marocco, a former US marine and conservative activist, to lead the USAID overhaul has raised concerns that the agency will become even more politicized. Marocco did not respond to an AP request for comment, while The White House pointed to Trump's comments slamming USAID as being run by radical left lunatics.
