Despite her courageous efforts, however, Anuran's marriage remains unresolved. The Philippines is one of only two countries worldwide – along with Vatican City – where divorce remains illegal.

The Enduring Struggle for Reform

Recently, the latest effort to introduce a divorce law was met with disappointment when the Senate adjourned without even scheduling a hearing. The bill had previously passed the House of Representatives almost a year earlier, but it seemed that the Senate was not willing to take up the matter.

Anuran's story is sadly representative of many Filipinos who are trapped in unhappy marriages, unable to access the legal recourse they need. In the Philippines, ending a marriage can only be done through annulment or nullification, a process that is often prohibitively expensive and does not consider domestic violence, abandonment, or infidelity as qualifying grounds.

A Shift in Public Opinion

Despite the obstacles, Anuran remains steadfast in her determination to bring about change. Her campaign has been buoyed by growing public support for divorce reform, with surveys indicating that around half of Filipinos now back a shift in the law.

President Ferdinand Marcos Jr., who took office in 2022, has even expressed his support for divorce reform. However, the House bill sponsored by Rep. Edcel Lagman faced stiff opposition when it reached the more conservative Senate.

The Battle Continues

Before her passing, Rep. Edcel Lagman emphasized the urgent need to pass the bill, which would have provided critical legal and psychological assistance to low-income petitioners, capped lawyers' fees at P50,000 ($859), and ensured that divorce petitions are resolved within a year.

Rep. Arlene Brosas, co-author of the bill, has vowed that her Gabriela Women's Party will refile the legislation when a newly elected Congress convenes in July. She emphasizes that it is unacceptable for the Senate to have refused to take up the measure, given the strong public demand for change.

Conclusion
