But what keeps Au up at night is the uncertainty that looms over her home. Hong Kong's government is cracking down on substandard housing, mandating minimum size and safety standards for units like hers. With a public consultation period recently concluded, the government aims to pass these rules into law by the end of the year.

The proposed regulations have left many low-income residents, like Au, wondering about their future in one of the world's most expensive housing markets.

Au, a homemaker who moved from mainland China nine years ago, pays around $460 per month for her family's small apartment. Her husband makes irregular renovation jobs that barely cover the rent. I'm afraid the rent will skyrocket and we won't be able to afford it, she says, sitting on the bed's lower bunk amidst clothes, a fan, and storage drawers.

Housing is a sensitive issue in Hong Kong, where 7.5 million people inhabit a small territory with limited land. Just 7% of the city is residential space, making every square meter precious. The average price of an apartment under 40 square meters (430 square feet) was around $14,000 to $16,000 per square meter last December.

The Hong Kong government wants to phase out subdivided units by 2049 and boost public housing supply, aiming to provide 189,000 flats over the next five years. However, some residents have already been asked to leave their homes as landlords anticipate the policy change.

Sze Lai-shan, deputy director of the Society for Community Organization, a non-government organization, suggests registering substandard flats before the legislation takes effect to assess residents' needs and consider expanding transitional housing eligibility. She also hopes the policy will eventually cover those living in tiny bed spaces.

It's difficult to explain to people that Hong Kong has two sets of housing standards, she says.

In Sham Shui Po, one of the city's poorest districts, bed space resident Law Chung Yu shares a small, infested apartment with lice. He pays around $280 per month for his bed space and doubts landlords will comply with the rules. It's basically an armchair strategy; I don't see it having much impact in reality, he says.

Au is uncertain about her unit's size but knows that many neighboring units will be affected by the minimum size requirement. She hopes the government will help resettle affected households into places at a similar price point to their current rent.

For now, Au can only wait and take things day by day. It'd be worse if I think about it so much I develop mental problems, she says.

The proposed rules are expected to affect thousands of people living in subdivided apartments and bed spaces across Hong Kong. As the government moves forward with its plan, low-income residents like Au are left wondering what their future holds.
