As Congress prepares to adjourn its session later this week, Philippine Space Agency (Philsa) Director General Joel Joseph Marciano Jr., along with 318 other presidential appointees, remains in a state of limbo, awaiting confirmation by the Commission on Appointments (CA).

According to Surigao del Sur 2nd District Rep. Johnny Pimentel, an assistant minority leader of the CA, President Ferdinand Marcos Jr. appointed Marciano as head of Philsa with the rank of Cabinet secretary on January 10. This development marks a crucial step in transforming the country's space program, which is touted as a key driver of innovation and economic growth.

While the list of appointees is extensive, it appears that not all individuals are equal. Pimentel revealed that 289 senior military officers, including 36 generals, are also seeking confirmation, with Antonio Nafarrete being promoted to lieutenant general in the Army and appointed as the new commander of the Western Mindanao Command.

Furthermore, the list includes ten envoys, including Jose Victor Chan-Gonzaga as ambassador to Canada; Christopher Montero as ambassador to Indonesia; Aileen Mendiola-Rau as ambassador to Israel; Roberto Manalo as non-resident ambassador to Kazakhstan, Kyrgyzstan, and Tajikistan, in addition to being ambassador to Iran with concurrent jurisdiction over Turkmenistan and Uzbekistan; and many more.

Under the Philippine Constitution, the president nominates and, with the consent of the Commission on Appointments, appoints the heads of executive departments, ambassadors, other public ministers and consuls, or officers of the armed forces from the rank of colonel or naval captain. The CA is composed of the Senate president as ex officio chairman, and 12 senators and 12 members of the House of Representatives elected on the basis of proportional representation from the political parties and party-lists.
