Philippines Expands HIV/AIDS Testing & Prevention Efforts Amid Rising Cases
The Philippines has been grappling with an alarming rise in HIV (Human Immunodeficiency Virus) cases, with a staggering 550% increase in new infections from 2010 to 2024. According to data from the Department of Health (DOH), there were an estimated 217,700 people living with HIV (PLHIV) in the country by 2024, with around 30,800 new infections annually.
In response to this growing epidemic, the DOH is expanding its HIV/AIDS testing and prevention efforts nationwide. The agency is acting on updated global estimates from the Joint United Nations Program on HIV/AIDS (UNAids), which highlight the need for intensified action to combat the spread of the virus.
To address the rising cases, the DOH is increasing access to testing through a review of the Yakap program, which integrates HIV testing into primary care facilities. Additionally, the agency is procuring pre-exposure prophylaxis (PrEP), a medication that helps prevent transmission.
The data from the DOH Epidemiology Bureau reveals disturbing trends new infections have increased by 550% since 2010, particularly among those ages 15-24. Furthermore, there was a 22% increase in confirmed HIV-positive cases from July to September this year, with 5,583 individuals recorded.
The regions most affected are Metro Manila, Calabarzon, Central Luzon, Central Visayas, and Davao Region, accounting for 61% of the total cases. It is crucial that we raise public awareness of responsible behavior and the risks associated with unsafe sexual practices to address this crisis.
To support PLHIV, Philippine Health Insurance Corp. has expanded its outpatient care package, offering higher financial coverage and strengthened confidentiality safeguards. Various sectors have sounded the alarm on the need for prevention efforts and education, including the Philippine Pediatric Society (PPS), which called for making testing more accessible to adolescents.
Dr. Jo-anne De Castro, president of the Pediatric Infectious Disease Society of the Philippines, emphasizes that early sexual activity, multiple partners, and transactional sex are putting youth at increased risk. She urges prevention efforts and education must start before risky behaviors begin.
Church leaders have also joined the fight against the growing epidemic. Fr. Joel Saballa of the Diocese of Novaliches is providing counseling, support, and even livelihood programs to PLHIVs. He emphasizes that faith-based interventions can complement medical and community efforts by addressing the emotional and spiritual needs of PLHIV, helping them overcome self-stigma and find acceptance.
