The Philippines has taken a significant step towards ensuring the safety and well-being of its children by denying entry to four foreign sex offenders. The Bureau of Immigration (BI) issued exclusion orders against these individuals, who were intercepted at various international airports in the country.
As part of the government's intensified efforts under the #ShieldKids campaign, immigration authorities are working diligently to prevent convicted pedophiles from entering the country. This campaign was launched in 2024 in coordination with the Inter-Agency Council Against Trafficking (IACAT) and the Department of Social Welfare and Development (DSWD).
The four foreign sex offenders who were denied entry into the Philippines include
1. Julian Johnson, a 56-year-old American, who was convicted in 1996 for lewd or lascivious acts with a child under 14 years old.
2. Stefan Andrew Alletson, a 34-year-old New Zealander, who was previously convicted of a sex crime in his home country involving the distribution of sexually explicit photographs to minors.
3. Leo Paul Houle, a 77-year-old Canadian, who was convicted in 2018 for child pornography-related offenses and conspiracy to commit a sexual offense against a person under 18 years of age.
4. Charles White, a 69-year-old American, who was convicted in 2007 for committing a criminal sexual act in the third degree involving a 15-year-old victim.
These individuals were issued exclusion orders after being intercepted at various international airports in the Philippines, including Ninoy Aquino International Airport (NAIA), Clark International Airport (CIA), and Mactan-Cebu International Airport (MCIA).
Immigration Commissioner Joel Anthony Viado commended the alertness of immigration officers and emphasized that the bureau remains firm in its zero-tolerance stance against foreign sex offenders attempting to enter the country. The Philippines will never be a safe haven for convicted predators, he said. Our airports serve as the first line of defense in protecting our children, and we will continue to strengthen border security through the #ShieldKids campaign.
In addition to denying entry to these individuals, the BI has also apprehended multiple pedophiles in Philippine soil, including French pedophile Theddy Douglas Tissier and octogenarian pedophile David John Buckley. The bureau encourages citizens to report sexual predators that might be in their communities to prevent further exploitation.
