The National Authority for Child Care (NACC) has made significant strides i
in accelerating the adoption process, thanks to its innovative Standards Ac
Accreditation and Monitoring (SAM) program. This approach has ensured that 
children from Child-Caring Agencies (CCAs) are placed into permanent homes 
at a faster rate.

According to NACC Undersecretary Janella Ejercito Estrada, the SAM program 
involves periodic reporting of caseload inventory and monitors the case man
management progress for every child. By actively coordinating with Social W
Welfare Agencies (SWAs), the NACC ensures that help interventions are timel
timely and most suitable for every child.

The NACC's efforts have been instrumental in implementing Republic Act 1164
11642, also known as the Domestic Administrative Adoption and Alternative C
Child Care Act of 2022. This law aims to ensure SWAs' institutional capacit
capacity to implement adoption, foster care, and other forms of alternative
alternative child care.

Estrada emphasized the importance of prompt placement We do not want chil
children aging out in facilities just because their placement to a safe, lo
loving, and permanent family was delayed. The NACC's focus on timely inter
interventions has yielded impressive results. As of March 25, 2026, of the 
7,007 admitted children across 224 SWAs, 1,387 were assessed as eligible fo
for adoption, foster care, or other forms of alternative child care.

The NACC's SAM program also ensures the institutional capacity of SWAs by p
providing a ladderized capacity-building program and certification. Since i
its establishment in January 2025, the Standards Accreditation and Monitori
Monitoring Division has provided training to 339 SWAs and trained 471 socia
social workers nationwide.

Rigorous certification assessments are underway to maintain national standa
standards. Forty-four of the 146 SWAs implementing adoption and alternative
alternative child care have been assessed, certifying 39 facilities while o
others process full compliance. This attention to detail has resulted in a 
significant acceleration of the adoption process.

The NACC's work is guided by a memorandum circular issued by the Department
Department of Social Welfare and Development (DSWD), which mandates providi
providing technical assistance and monitoring SWAs that cater to children.
