The National Authority for Child Care (NACC) has made significant strides i[1D[K
in accelerating the adoption process, thanks to its innovative Standards Ac[2D[K
Accreditation and Monitoring (SAM) program. This approach has ensured that [K
children from Child-Caring Agencies (CCAs) are placed into permanent homes [K
at a faster rate.
According to NACC Undersecretary Janella Ejercito Estrada, the SAM program [K
involves periodic reporting of caseload inventory and monitors the case man[3D[K
management progress for every child. By actively coordinating with Social W[1D[K
Welfare Agencies (SWAs), the NACC ensures that help interventions are timel[5D[K
timely and most suitable for every child.
The NACC's efforts have been instrumental in implementing Republic Act 1164[4D[K
11642, also known as the Domestic Administrative Adoption and Alternative C[1D[K
Child Care Act of 2022. This law aims to ensure SWAs' institutional capacit[7D[K
capacity to implement adoption, foster care, and other forms of alternative[11D[K
alternative child care.
Estrada emphasized the importance of prompt placement We do not want chil[4D[K
children aging out in facilities just because their placement to a safe, lo[2D[K
loving, and permanent family was delayed. The NACC's focus on timely inter[5D[K
interventions has yielded impressive results. As of March 25, 2026, of the [K
7,007 admitted children across 224 SWAs, 1,387 were assessed as eligible fo[2D[K
for adoption, foster care, or other forms of alternative child care.
The NACC's SAM program also ensures the institutional capacity of SWAs by p[1D[K
providing a ladderized capacity-building program and certification. Since i[1D[K
its establishment in January 2025, the Standards Accreditation and Monitori[8D[K
Monitoring Division has provided training to 339 SWAs and trained 471 socia[5D[K
social workers nationwide.
Rigorous certification assessments are underway to maintain national standa[6D[K
standards. Forty-four of the 146 SWAs implementing adoption and alternative[11D[K
alternative child care have been assessed, certifying 39 facilities while o[1D[K
others process full compliance. This attention to detail has resulted in a [K
significant acceleration of the adoption process.
The NACC's work is guided by a memorandum circular issued by the Department[10D[K
Department of Social Welfare and Development (DSWD), which mandates providi[7D[K
providing technical assistance and monitoring SWAs that cater to children. [K
