On Wednesday, the House of Representatives gathered to pay tribute to the life and legacy of Albay 2nd District Representative Edcel Lagman, who passed away on January 30 at the age of 82 due to cardiac arrest.

The necrological service was held in the House session hall, where a rite of blessing took place, followed by heartfelt eulogies.

Former Speaker Feliciano Belmonte Jr., a contemporary of Lagman, described him as a man of unwavering integrity, principle, and conviction. He noted that Lagman will be remembered for his enduring impact on legislative history as a relentless champion of human rights and the Filipino people.

A Statesman's Legacy

House Speaker Martin Romualdez characterized Lagman as a statesman in the truest sense of the word. He praised Lagman's commitment to mentoring others, respecting opponents, and understanding that democracy is built on dialogue and dissent, rather than uniformity or agreement.

A Legacy of Legislative Achievements

Lagman had served in all three branches of government. As a legislator, he was the author of several landmark laws, including the Responsible Parenthood and Reproductive Health Law (Republic Act 10353), the Anti-Enforced or Involuntary Disappearance Act of 2012 (RA 9346), and the Human Rights Victims Reparation and Recognition Act of 2013 (RA 10368).

A Personal Tribute

Tabaco Mayor Krisel Lagman, the late lawmaker's eldest daughter, expressed gratitude to the House for honoring her father. She noted that his passing has left a void not just in Congress but also in public service, and urged those who have been touched by Lagman to continue championing the rights of the poor.
