At the 2nd Asean Regional Correctional Conference (ARCC), BuCor Director General Gregorio Catapang Jr. emphasized the importance of alternative sentencing and rehabilitation. He highlighted that this approach minimizes prison congestion, ensures offenders receive necessary familial and social support, and promotes successful reintegration into society.

Lessons from Asean Neighbors

Catapang pointed to models from Brunei and Thailand, where home imprisonment is implemented for minor offenders. This system allows individuals convicted of lesser offenses to serve their sentences under the supervision of their families instead of in overcrowded prison facilities, demonstrating the effectiveness of alternative sentencing approaches.

Unlocking Nueva Ecija's Rehabilitation Center

A key proposal from BuCor is the activation of the unused 10,000-bed rehabilitation center in Nueva Ecija. This facility, which has remained idle for years, is being eyed as a strategic site for rehabilitating drug offenders instead of imprisoning them, providing an opportunity to redirect resources and improve outcomes.

Whole-of-Government Collaboration

BuCor's rehabilitation efforts align with a broader whole-of-government approach, emphasizing interagency collaboration to ensure successful reintegration of rehabilitated individuals. The Department of Health, Department of Social Welfare and Development, and Technical Education and Skills Development Authority will work together to provide medical treatment, psychological counseling, social services, and vocational training.

Prioritizing Rehabilitation

By equipping rehabilitated individuals with livelihood skills and social support, authorities hope to prevent recidivism and reduce the cycle of crime. This shift in approach prioritizes rehabilitation over incarceration for minor drug offenders, recognizing that 70-80 percent of crimes in Asean nations are linked to drugs.

Proposed Policy

Individuals caught in possession of illegal drugs but not involved in trafficking should be sent to rehabilitation instead of jail. Once rehabilitated, they would be reintegrated into their families and communities, with continued monitoring from barangay and social welfare agencies.

A New Era for Rehabilitation

BuCor's push for alternative sentencing and rehabilitation marks a significant departure from traditional punitive measures. By focusing on treatment and reintegration rather than prolonged incarceration, authorities hope to not only decongest prisons but also offer individuals a second chance at life.

The proposals from the ARCC will be presented to the Department of Justice and the Department of the Interior and Local Government for evaluation.
