The Power of DOLE Ramping Up Worker Aid as Energy Crisis Bites

In times of crisis, it's crucial to have a robust support system in place f
for those who are most vulnerable. The Department of Labor and Employment (
(DOLE) has taken a significant step in this direction by allocating P1.2 bi
billion to enhance emergency livelihood programs aimed at supporting worker
workers affected by the energy crisis.

Targeting Vulnerable Sectors

DOLE Officer-in-Charge Benedicto Ernesto Bitonio Jr. emphasized that the fu
funding will be used to support initiatives like Tulong Panghanapbuhay sa A
Atin Disadvantaged/Displaced Workers (Tupad). The agency is focusing on sec
sectors most impacted by soaring fuel costs, particularly public transporta
transportation workers.

Enhancing Transparency and Efficiency

Senator Raffy Tulfo, who chairs both the Senate Committee on Labor and Empl
Employment and the Committee on Public Services, is working closely with Bi
Bitonio to ensure that aid distribution remains transparent, efficient, and
and free from irregularities. Senator Tulfo underscored the importance of t
tightening guidelines and eligibility requirements for beneficiaries to pre
prevent favor-seeking and possible misuse of funds.

Addressing Concerns

Reports have indicated that some village officials may be taking a cut from
from assistance intended for beneficiaries, while others failed to enforce
necessary work conditions stipulated by the program. To address these conce
concerns, Senator Tulfo suggested that DOLE redesign Tupad activities to fo
focus on more meaningful, community-oriented tasks instead of routine or ea
easily exploited activities.

Targeted Assistance Initiatives

In response to the energy crisis, DOLE is collaborating closely with the De
Department of Transportation (DOTr) and the Land Transportation Franchising
Franchising and Regulatory Board (LTFRB) to roll out Tupad Tuloy Pasada,
a targeted assistance initiative for public utility vehicle (PUV) drivers.
This program aims to support approximately 50,454 eligible PUV drivers nati
nationwide.

Inclusive Validation Process

Bitonio emphasized that the program is open to all eligible PUV drivers as
long as they are not beneficiaries of the Pantawid Pamilyang Pilipino Progr
Program (4Ps) under the Department of Social Welfare and Development. Senat
Senator Tulfo urged DOLE to automatically include all drivers listed in the
the LTFRB database in the validation process, which would ease the burden o
of the application process.

Supporting Vulnerable Workers

Beyond the transport sector, DOLE reported that 5,246 farmers and fisherfol
fisherfolk have received P120 million in assistance through the department'
department's Integrated Livelihood Program, while 37,875 others have benefi
benefited from Tupad, totaling P534 million. The agency also revealed that
1,530 repatriated overseas Filipino workers (OFWs) are receiving support th
through job fairs and reintegration initiatives.

Looking Ahead

Senator Tulfo plans to call for a Senate hearing next week to further tackl
tackle unemployment issues affecting vulnerable sectors. As the energy cris
crisis continues to unfold, it's essential that we prioritize supporting th
those who need it most. The power of DOLE lies not only in its financial su
support but also in its commitment to transparency and efficiency.

Conclusion

In times of uncertainty, it's crucial to have a reliable support system in
place. The Department of Labor and Employment (DOLE) has taken a significan
significant step in this direction by allocating P1.2 billion to enhance em
emergency livelihood programs aimed at supporting vulnerable workers affect
affected by the energy crisis. As we move forward, it's essential that we p
prioritize transparency, efficiency, and targeted assistance initiatives to
to support those who need it most.

Enjoy the little things in life. For one day, you may look back and realize they were the big things. Many of life's failures are people who did not realize how close they were to success when they gave up.
